Agreement Spells Out Nora’s Role In Recovery

NEW ORLEANS — The city and the New Orleans Recovery Authority on Friday signed an agreement that Mayor C. Ray Nagin said spells out NORA’s role in the rebuilding of hurricane-damaged and blighted housing.

In a press release, the mayor’s office said the agreement, signed by Nagin and NORA Executive Director Joe Williams, “will guide the working relationship between the organizations.”

NORA will receive millions of dollars for various programs, including eradicating blight, supporting homeownership, repairing property, voluntary housing swaps and expedited permitting.

“This is an important step forward in the rebuilding of our great city,” Nagin said. “NORA is a critical partner, and this (agreement) allows us all to move forward quickly.”

Under the agreement:

  • $5 million will be used to eradicate blight in the city’s 17 target recovery areas. Funds can also be spent on maintenance of expropriated properties.
  • $2 million will help eradicate blight in the biomedical area surrounding the planned Veterans Affairs and Louisiana State University hospitals.
  • $1.2 million will be used to reimburse NORA for 2007 costs, including startup and staffing expenditures.

Also, the city’s 2008 budget includes $2 million for NORA staffing and overhead costs. NORA and the city are drafting a separate agreement that will govern the uses of that funding.
